Description of Constituent assembly

The Concise Encyclopedia of the European Union describes constituent assembly in the following terms: [1] The European Parliament has often seen itself (most notably in the heyday of Altiero Spinelli) as a ‘constituent assembly’, that is, an elected body tasked with designing a constitution for Europe (see more in this European encyclopedia). This has not found favour with national governments.
