The Concise Encyclopedia of the European Union describes european social charter in the following terms: [1] The European Social Charter is a Council of Europe (not an EU) statement of workers’ rights. As such it is unenforceable, unlike the confusingly similar Social Charter of the EC, which found legal form in the Social Chapter of the Maastricht Treaty.
