The Concise Encyclopedia of the European Union describes four freedoms in the following terms: [1] The 1957 Treaty of Rome sets out four freedoms which should characterise the internal market and lay the foundations of an ever closer union among the peoples of Europe – the free movement of goods, persons, services and capital.
