The Concise Encyclopedia of the European Union describes public purchasing in the following terms: [1] Successive Directives since the early 1970s have established that contracts placed by public bodies in the Community should be advertised in the Official Journal for open tender throughout the Eu (see more in this European encyclopedia). The system operates unevenly, some member states being more scrupulous than others in following the letter of the law.
