Under the simplified procedure, no Commission proposal is needed to initiate the legislative process.

This procedure applies to measures within the Commission’s own powers (such as approval of state aid).

Context of Simplified Procedure in the European Union

The simplified procedure is also used for the adoption of non-binding instruments, especially recommendations and opinions issued by the Commission or the Council. The Commission is not restricted to what is expressly provided for in the Treaties, but can also formulate recommendations and deliver opinions where it considers it necessary.
