Definition of Measures
By the Church of England Assembly (Powers) Act, 1919, every measure prepared by the Church Assembly with the assistance of the Legislative Committee of the Church Assembly shall be submitted to the Ecclesiastical Committee, consisting of fifteen members of each House of Parliament, who consider the measure and report on it, especially with relation to the constitutional rights of all His Majesty’s subjects. The report, after communication to the Legislative Committee, and with its concurrence, is made to Parliament, and the measure is laid before Parliament, which has no power to amend it. On a resolution passed by both Houses it is presented for the Royal Assent and has the effect of a statute
