Approval Procedure in the EU Legislative Process

Another principal form of Parliamentary involvement in the legislative pro cess is the approval procedure, whereby a legal instrument can only be adopt ed with the prior approval of Parliament. This procedure does not, however, give Parliament any scope for directly influencing the nature of the legal provisions. For example, it cannot propose any amendments or secure their acceptance during the approval procedure; its role is restricted to accepting or rejecting the legal instrument submitted to it.

Context of Approval Procedure in the European Union

Provision is made for this procedure in connection with the accession of new Member States, the conclusion of association agreements, agreements with important budgetary implications for the EU and agreements with nonmember countries in policy areas to which the ordinary legislative procedure applies (Article 218(6) TFEU).
